Deputy Minister of Economic Affairs led the 2017 MOEA Japan Investment Promotion Delegation on a visit to Japan between July 31 and August 4. Members of the delegation included representatives from the Department of Investment Services, the Industrial Development Bureau, the Department of Industrial Technology, the Taiwan-Japan Industry Collaboration Office, the InvesTaiwan Service Center, and Taipei City Hall. The Department of Investment Services said today (August 7) that the delegation visited the headquarters of companies in semiconductors and monitor equipment (ULVAC), biotechnology and medicine (Nichi-iko), electronic materials (Shin-Etsu), electronic parts (TDK), Toshiba, makeup (Shiseido and Kao), and video games (Bandai-Namco). The delegation advocated for the companies to invest in Taiwan, expanding either operations or technical cooperation. The trip is expected to bring in NT$6 billion to 8 billion in investments. The major results of this trip include:
1. Promoting investments and cooperation in Taiwan among major innovators and holders of key technologies in the "5+2" industries The delegation advocated for companies including ULVAC, Shin-Etsu, and TDK to expand their operations and R&D in Taiwan, helping the development of Taiwan's semiconductor and monitor industries and helping Taiwan acquire the key technologies needed to develop smart machinery. As for the biotechnology and medical industry, a total of 135 Taiwanese pharmaceutical companies comply with PIC/SGMP standards, and about 30 have received FDA approval; these companies are all capable of providing high-quality products. As the Abe government's health strategy calls for 80% of all pharmaceuticals used to be generics by 2020, the delegation visited Nichi-Iko, Japan's largest manufacturer of generic drugs, to discuss cooperation in manufacturing generics.
2. Using planned railway developments in the Forward-looking Infrastructure Development Program to encourage Japanese companies to cooperate with Taiwanese companies, giving Taiwanese companies a place in the international supply chain: With the Forward-looking Infrastructure Development Program's railway infrastructure projects creating new business opportunities, the delegation visited Toshiba's railway business unit and suggested that Toshiba participate the Taiwan Railway Administration's plan to update its fleet, through the same model that Taiwan's government has promoted domestic manufacturing of wind turbines. This model of cooperation with Taiwanese companies can bring these companies into Toshiba's international supply chain, and all parties can work together to enter the southeast Asia market.
3. Expanding manufacturing, development, and operations of major international cosmetics manufacturers in Taiwan: In response to the needs of Asia's emerging markets, major Japanese cosmetics manufacturers Shiseido and Kao are both planning to expand manufacturing in Taiwan and develop, test-produce, or test-market products for the greater China market. This will help strengthen Taiwan's role in the international cosmetics supply chain and spur growth in Taiwan's cosmetics industry.
4. Advocating for a VR amusement park in Taiwan and cooperation with Taiwanese companies: With the government promoting digital economy and experience economy projects, and new business models to provide valuable services to the customer, the delegation visited Bandai Namco and discussed the possibility of the company establishing a VR Zone amusement park in Taiwan. Such an amusement park can open the door to collaborations with Taiwanese software and hardware developers and respond to overseas business opportunities.
5. Hosting an investment forum in Tokyo to discuss business opportunities and Taiwan's investment environment: The forum included presentations on developments in Taiwan's economy, economic policy, investment environment, and the business opportunities brought by the "5+2" priority industries and the railway developments in the Forward-looking Infrastructure Development Program. Taipei City Hall representatives in the delegation also discussed investment opportunities in the city, receiving a warm response.
The Department of Investment Services said that Taiwan's semiconductor and panel industries have been increasing their capital investments in recent years, and that Japanese companies have been expanding their investments in Taiwan in equipment and materials, looking to serve their Taiwanese clients nearby. Japan's major cosmetics manufacturers have also invested heavily in Taiwan due to the strong demand in Asian cosmetics markets. Taiwan's cosmetics exports have seen double-digit growth rates in recent years, and Japanese companies have continued to make Taiwan a major manufacturing and R&D location in Asia, strengthening Taiwan's role in the cosmetics supply chain. The government is also creating business opportunities through the five major innovative industries and the Forward-Looking Infrastructure Development Program. Japanese companies have been very interested in solar energy, offshore wind energy, railway projects, and electric vehicles.
